The president of the institute delivers his address.
由当前及今后一个阶段内我国社会经济发展阶段的特征所决定,我校这样一所商科类高等院校的发展会呈现以下三个特征:
一是由于我国的高等教育管理体制正处于从计划经济集中管理体制向社会主义市场经济体制转型的过程中,高等教育的性质也将逐步完成从精英教育向大众教育转变,这就需要我们牢牢把握办学定位,坚持办学特色,不断提高教育质量。
二是我国的经济正处于逐步融入全球经济一体化的过程中,开放条件下的社会经济发展对商科类专业人才需求的数量结构和规格的变化将不断加快。这就需要我们在学科、专业和课程的设置和相关教学内容、教学方法和教学手段等方面与时俱进、不断改革、勇于创新。
三是随着我国社会主义市场经济体制的不断完善和发展,必然会在对学生的政治思想道德和职业素养育成方面向商科类高等院校提出更高的要求。这就需要我们坚持以我校学生为本的办学理念,把办学特色和教学质量最终体现在每个学生的身上,使我校培养的学生成为能献身祖国实现四个现代化伟大事业的中坚力量。

The characteristics of China's socialist economy in its current phase and in a period to follow dictate that the Shanghai Institute of Foreign Trade, a business institution of higher education, will in its development present three features as follows.
1. As the administrative system of China's higher education is undergoing a change from centralized administration of planned economy to a system of socialist market economy, China's higher education itself is gradually transforming from an elite education to a populace one. This calls for our efforts to adhere to the orientation and special features in running our school, so as to persistently improve the quality of education.
2. As China's economy is incorporating with the global economy along with its opening to the outside world, the demand for people specializing in business is increasing in quantity and changing in structure. This calls for our efforts to keep pace with the times, effect continuous reforms, and introduce bold innovations in the formulating of disciplines, majors and courses and in related teaching contents, methods and devices.
3. With the improvement and development of China's socialist market economy, higher demands will necessarily be set on students of business institutions of higher education in their political and ideological moralities and professional calibers. This calls for our efforts to adhere to the student-oriented conception in running our school, to embody our teaching features and quality in every student, and to eventually train our students to be a mainstay force, ready to be dedicated to China's great undertaking of the four modernizations.

自1994
年我校从对外经济贸易合作部划归上海市管理以来,在上海市委和市政府的领导下,学校的事业取得了重大的进展。在办学模式方面,我校已实现了从一所单学科的外贸专业院校向多学科的商科类院校转变;在办学体制方面,已基本完成了教学管理的学分制改革、人事管理的聘用制改革、后勤管理的社会化改革和财务管理的预算制改革。我校于 2003 年完成了松江校区的建设,并已平稳完成办学重心从古北校区向松江校区的战略转移,2004 年我校在校生规模已达到 10000 人,实现了“跨越式”的发展。
当前,我国社会主义市场经济条件下对外贸易事业的运行对象、政策领域和体制环境正在发生重大变化:对外贸易的运行对象从传统的货物贸易向包括货物贸易、服务贸易和知识贸易在内的“大贸易”拓展;对外贸易政策涉及的范围从过去单纯的贸易政策领域向与贸易有关的领域延伸;对外贸易的体制环境从计划经济条件下封闭的贸易体制环境向社会主义市场经济条件下开放的全球多边贸易体制环境转型。
这些变化一方面为多学科的商科类大学提供了前所未有的巨大发展空间,另一方面也对学校管理、教学内容和学生素质养成机制提出了前所未有的高要求。
我校面临十分艰巨的改革和发展任务。我们必须坚定以学生为本的办学理念,进一步完善学校的教学与科研管理体制、行政和后勤服务体制、校园文化和精神文明建设的运行体制,不断更新教学内容、教学方法和教学手段,形成覆盖全校范围和学生在校全过程的育人成才机制。

Ever since the Shanghai Institute of Foreign Trade, which used to be under the supervision of the Ministry of Foreign Economic Relations and Trade, came directly under the Education Committee of Shanghai, significant progress has been made. In the schooling mode, we have succeeded in turning our institute from a unidisciplinary school of foreign trade to a multidisciplinary business institution of higher education. As to the schooling system, we have basically completed the credit reform in teaching administration, the appointment reform in human resource deployment, the socialization reform in logistics, and the budget reform in finance. The construction of the Songjiang Campus came to completion in 2003. The consequent strategic transfer of schooling focus from the Gubei Campus to the Songjiang Campus was steadily accomplished. The year of 2004 witnessed an increase of enrolled number of students to record 10,000, a giant leap in the growth of our institute.
Governed by the socialist market economy, China's foreign trade is undergoing great changes as in what objects its business aims at, what domains its policy covers, and what environment its system works in. As is known to all, the trading objects have expanded from a traditional trade in mere goods to a “bigger trade” including trades in goods, services, and knowledge; the foreign trade policy has extended in scope from a single trade policy to policies covering trade-related domains; and the environment for foreign trade is experiencing a transition from a sealed-off environment subject to planned economy to one that is open, global, and multilateral, regulated by a socialist market economy.
All these changes have, on the one hand, created enormous and unprecedented opportunities for the development of multidisciplinary business institutions of higher education and, on the other, set more rigid demands on them in regard to their management of the school, adjustment of the teaching content, and enhancement of the students' quality.
Our institute is therefore confronted with a most formidable task of reform and development. We must be adamant in pursuing the student-oriented conception of schooling, in perfecting the administrative system of our teaching and research, the service system of our executive and logistic branches, as well as the nurturing system of our campus culture and spiritual civilization, and in renewing constantly our teaching contents, methods, and devices, so as to foster a broad framework for the cultivation of competent personnel, a system that should reach every corner of our institute and cover the whole process in which a student receives education in our school
